One of the reasons why Google penalizes is when they abuse their algorithm with the intention of positioning a certain website at the top of the search results where its content has almost nothing to do with what the navigator is looking at that moment.

It is a variant of hidden text to promote other websites using their own pages.
Usually they are inserted in the same color as the background of the pages so that they are not seen by visitors, however Google's robot does detect them.
Spam in weblogs and guest books
In weblogs you can leave opinions about news published.
In the signature books ('guestbooks') people can leave their greetings and comments.
It is common to include the name and a link to the website of the person who expresses or welcomes.
