How to open the console on CS: GO
To open the console, you will need to activate it first. To do so, click on Options at the top right of the main menu screen, select Game Settings, and choose Enable Console Development. Click "yes."
The default console key is the tilde (~). But if you want to change it, go to the mouse / keyboard settings.
Scroll down to Toggle Console and choose your keyboard shortcut. There's no harm in using the tilde, but the F keys are a pretty responsive alternative.
