Nope.
Followed instructions to the letter: volume up, volume down and finally press and hold the power/top button ... and .... it only activates Siri. It does not force restart my iPad Pro 2020. Latest iOS. iPad Pro 2020, Silver, 256GB, WiFi and cell.
If there really is a way to force-restart I hope you publish it here. I’ll check back.
Also, ‘force-restart’ means no Slide-To-Shut-Down button or anything else on screen is interactive until the screen goes black and the device restarts with the Apple logo.
